The worst thing is that the repeat hoons are smart enough to know how to avoid the long arm of the law. The people who I've heard had their cars impounded over here in Vic are the least likely people to have it happen to. I reckon it'd be better if they had some sort of warning system, like three strikes and we take your car. I know so many d*%kheads who keep doing stupid stuff and keep getting away with it.
