This is not a game of football where interpretations of the law is up to the individual.
They have it in black and white and therefore should know weather its legal or not. They have no excuse for pulled you over.
If they have read the info (which they all should have) on what is and isn't legal.
There are some that just seem to enjoy being complete, I'll let you fill that part out. But there are some real good ones out there to.
So we should never tar them all with the same brush.
